Development of web app that integrates with Facebook (& other social media)

Description: Our website currently offers users this functionality:
a user inputs a Name, a Subject (from a dropdown menu), and an email address into a form on our website
the site automatically generates a 'certificate' in a jpg file, and emails it as an attachment to the target user.

We are looking for a developer to create a dedicated page to allow for an improved functionality that incorporates social media such that:
a user inputs EITHER a name or names, as before, OR they can pull a name or multiple names directly from their Facebook friends list. They then choose a subject from a dropdown menu, or invent new ones (ie input their own text), for each of the chosen friends.
The site automatically generates certificates for all of the chosen friends, and uploads them as jpgs to a new album in the website user's Facebook profile.
If possible, the friends are tagged in the relevant certificate images.
The website user is prompted to share the album/photo on their news feed.

We are open to adaptation and other options to enhance the functionality; and advice regarding Facebook's policy on web apps (a previous, related version of this functionality was banned).

In addition to the link to Facebook we want to give the user the capacity to share generated degree certificates on other social media platforms such as Twitter, Pinterest, etc.; and the capacity to import email addresses from their contacts to email to.

Our website is built on the Magento platform.
