Develop my wordpress site into a review site

I have a wordpress website that I am looking to develop into a review website that looks good.

I have a few basic requirements:

- New logo, better looking heading

- Add a membership area where people can create an account for themselves, with the ability to add basic profile information and a photo.

- Members can then use their profiles to review things and have a history of things they have reviewed. I also want members to be able to send each other messages.

- Add a rating system that members can use to review certain things.

- I would also like people to be able to write reviews without signing up as a member. And I would like for people to have the option to be able to login through their Facebook, Twitter account etc. (Social login plugin)

Would you be able to give me a price for this work please? I also need some SEO work performed but I would like a separate price for that later on.
