Website redesign

I need the complete redesign of one of my website. Currently the website is in flash and I am not satisfied with the design and I need some extra functionality to be added. I want the new website to have the same content and color combination but not in flash and all the content should be up-datable from the cms, no more open-source cms.

The content should have following functionality in addition to the current one.
>> News and Events
>> Photo Gallery
>> Blog
>> Newsletter
>> SEO for each page
>> Url rewrite
>> Cross browser compatible
>> iphone/ipad friendly

Any suggestions on extra functionality is mostly welcome.

This has to be done soon and I am looking for web developer with good design and programming skills. Those who have outstanding portfolio and have successfully completed many similar website are mostly welcome.

Please provide complete functionality listing, detail work plan, time estimation and cost plan along with your bid so that I can be sure you have completely understood my requirement and can successfully complete the project on time.
