Hello to all you Web Graphic Designers!
My name is Dave E and I run a website called www.everygamegoing.com which contains details on every game for every machine on every format. Everything from the Commodore Vic 20 to the Nintendo Switch is archived within its colossal database.

Yes, I know. It's rubbish.
Once you get into the site proper, you'll find everything is very User Friendly and intuitive to use. The trouble is that the front page does not tempt people in. It also does not give them much of a clue as to what the site is "all about".
What is it all about?
Well, primarily, it's a marketplace. It allows the user to find a game, add it to his collection, sell it, contact other members, value his games, read reviews about games, watch videos about games, see what games exist on what formats... In fact, you name it, it does it. And what's more it does it effortlessly - just a few clicks lists a game, just a few clicks buys a game, etc, etc.
It has a mascot called Eggman (Everygamegoing man), who appears in some places on the site, like here:

a whole new landing page for logged out users which is serious eye candy

Obviously the overhead drop-down menu has to stay. Everything else below it, i.e. logo, search bar, top-left corner promotion, Eggman graphic and everything else on the page, is dispensable.
I'm sure there is a fancy word for what I want out there in Graphic Design land but I basically want a huge illustration which fills the whole area. I want it in the same colour scheme as the site itself (although the final version should obviously have a transparent background, not a black one) and I want it to convey all the brilliant things that the marketplace does. It needs to feature a Sign Up button somewhere and a Login button somewhere.
It should feature Eggman behaving very enthusiastically, text describing all the stuff the site can do and the fact it's all free to use. Essentially, you just imagine 'what sort of great graphic would make me register for this site' and that is the specification.
I need versions that fit the different canvasses, as the site is built in bootstrap, so I need the biggest version to fill the whole area, with smaller versions to suit mobiles and tablets. You should work on the largest version first and then, when that design is finalised, we can discuss how it can be adapted to fit the smaller screens.
I have received numerous proposals which have not really understood what this project is. Let me explain what you are NOT required to do;
1. You are NOT required to create any HTML, Bootstrap theming, PHP, CSS, Responsive Web Design
2. You are NOT required to create a long scrolling Bootstrap page with an explanation of services, icons, photos, etc
3. You are NOT required to send me Powerpoint slides describing your company in India and/or discussing any/all bugs you've found with the site (I am a Web Developer myself of 11 years; I am perfectly capable of fixing the bugs I've introduced on my own website without having to pay for that!)
You ARE required to do the following:
1. Create a blank canvas of 1366px x 526px
2. Create a big, luxurious graphic illustration featuring both text and graphics that describes everything a person can do on the site
I have priced this project at £250 as I believe it will take at least 25 hours of time (£10 per hour) from specification through conception to realisation.
This is more an ILLUSTRATION (like banner art) project than a Web Programming one. So ideally you will have a portfolio of banner art you have designed, so I can choose whether or not to send this project your way. If not, then please do a rough sketch (line drawings are fine) with how you would envisage the graphics. Obviously you are working with a rectangular (or oval) canvas rather than a circular one, and I would expect the designs to be a bit more simplistic than this but it might be helpful for your thought process).
