Website Basic Coding/Scripting Req

I am fairly clued up when it comes to web design. However programming etc is not my strong point. I need someone to make up a some essentials for me.
1) user sign up/admin page/partner admin page/user page etc
2) user sign in - when users sign in, they will be able to see and open their active vouchers (see below)
3) purchase system for vouchers (via paypal) where a voucher is taken, then once payment is made, a voucher is then emailed to them or can be opened printed off though their account (see above) vouchers must have person’s Name and a randomly generated code on it (which would then need to be added to a general database or emailed to me) I will be chancing this regularly so should be easily adaptable. I will also be adding more products to this, so again easily adaptable.

I will do all the graphic side of things and all other information.
