Webite creation/optimisation and PHPBB upgrade/modification

I need some help with the re-design of my website/forum.

I have created the entire thing on my own so far, with very minimal knowledge on web design/PHPBB.
The website section needs content adding, along with a gallery, some kind of directory so we can list local businesses, and possibly a web-form for people/companies to be able to contact me.
The forum needs personalising a little, maybe a new theme, some modifications installing...
Experience is not a problem, as long as you are able to do the job!
The site is non-profit, and I'm running it out of my own spare cash, so I will not be able to pay out hundreds and hundreds for the work...
