Webdesign for a Classified ad template

I'm buying a classified ad template from webscribble as the software has the most of features I need to start my little project. I would like to have the standard template that comes with it to be redesign to look somewhere close to the document attached.

My budget is around £300 so would prefer self-employed applicants type, working from home (like me) rather than big companies with huge overheads.

Applicants need to have a few genuine good review also.
