Web site with CMS

Hi there!

I would like to have a similar website to www.hotukdeals.com

I will translate every part into french myself. The website has to be quite similar to that one where there is a forum and people can post their deals, people can vote if it is hot or cold. The layout can be different and if you have ideas to improve the site even better.

I would like people to be able to add their avatar and to become admin and edit posts as required.

Please bid only if you can do the job and have great design skills. If you are familiar with the hotukdeals site even better.

Budget is limited.
