Web developer - need help with colours for my website

I'm a web developer (but not a designer). I have created a layout for my site and attached this as an image. On the attached image I have put some further descriptions on in red, for your understanding. The image has three pictures of cats (each of these represents a screenshot of sites I have worked on).

I am looking for a designer to add colors to the provided image. Then provide a list of the colors in hex colors. I will then use your suggested colors to add to my site. I would suggest that you quickly re-create the layout and add colors to it (in whatever software you want), I just need the color suggestions. Exact dimensions don't matter, it's just got to have the same layout as provided - I just need an idea of colors.
