Web design + graphics expert needed for a few months

I'm in search of an web and graphic design expert who will be available on an instant messenger during the week for the next few months, depending on when I need them.

I'm currently programming all the functionality for a website and find that the css/html side of things really slows me down. Which is why I want a dedicated person to deal with this side of things.

Right now I'm more concerned with the skeleton of the website but I want to start to placing things in their correct and final positions on the website so that when all the programming is done all that will be left would be to give the site some flavour with colours, graphic icons, images and the logo.

Good spoken English is a must as we'll be using skype VOIP to communicate and at times just simple instant messaging.

You must be proficient in:
HTML *
CSS *
JAVASCRIPT * (JQUERY EFFECTS)
GRAPHIC DESIGN*
FREEHAND*

and other building blocks of making fully fledged dynamic websites.
I'm not after a pre-made template. This is a real company and I need a custom website designed from scratch. If I could pick a website that has the exact feel, colours, graphics that I want through out my site I would say google plus. To me that is the most attractive white backgrounded website I have ever seen.

My budget isn't large but it is fair and you are paid according to your skills and work history/feedback from previous employers. We can discuss specifics when appropriate. I prefer to work directly with an individual. I've been working on this business for a year now so I can become very impatient at times which is why I need to be involved in the design process, meaning I get to make suggestions and see the design grow every step of the way.

I need to see URL's to your most recent work. If I don't see any I'll just hide your application as I have so many interested applicants. I will also ignore and hide applications that have been blatantly copied and pasted. I need to feel you have read this description and understand my requirements.
Also I'll like to be part of the experience and monitor you while you work so I can give suggestions etc.

I would also like a few mockups before you actually start getting paid because what I have noticed with the last few people I've hired is that they claim they can do something but actually can't and I end up paying for their time. They leave happy because they got paid but I leave with nothing.
