Web design for sports trading consultancy

Taking existing site and updating/redesigning.
Content/images/videos are already available as is my own creative idea for layout.
I need help with this creative element and, ideally, someone who would be prepared to work with me to some degree (screenshare is ok) as a guide/tutor.
With a budget of only £400 I would expect to pay around £20 p/hour
Website content needs to be updated daily so front end editing feature would be useful.
Site is for paid membership subscribers with limited content access to pubic.
Joomla/Wordpress experience is required plus eveidence of graphic design skills.
Candidate`s sooner rather than later availability is important.
