Web App UI design (Bootstrap) & iOS App UI design (Layered PSD)

Description of every page: I am looking for a designer with a keen eye for modern fresh layouts and who comes with knowledge of Bootstrap. As well as designing the UI for the web app in Bootstrap that person will hopefully be able to design the mobile application UI (mobile app mirrors the web app functionality) and provide these layouts as layered PSD files.

I have a mobile and web application in development at the moment - I built the web app in Bootstrap initially using a template purchased online so it could be developed rapidly and now I looking for someone to improve on the design to make it sleek and user friendly (I like the look of apps coming out for iOS 7 - flat, simple and easy on the eye).

The project is still in the start up stages so being honest the budget isn't massive for the initial build but I will be looking for someone on an ongoing basis to design the layouts of each subsequent release (aiming for an update every 4-6 weeks) once the budget is increased.

The initial build is being developed now and is almost ready for the design to be layered on top. It consists of the following items...

Web:
Homepage - parallax landing page with fixed header navigation
Separate 'pro' homepage - coming soon page with mail chimp form imbedded
Sign Up - pop up box for creating account
Dashboard - blank for now
Profile - static page with basic profile information
Settings - again a static page with a couple of input boxes
One-off Pages - Reset Password / Email Confirmed (both accessed via a link in email)

Mobile (iPhone & iPad):
Splash Page - loading page with full screen image and logo
Login - a couple of input boxes and buttons including 'connect with Facebook'
Sign Up - again a couple of input boxes and buttons
Dashboard, Profile & Settings - same as on the web

I will provide the web app Bootstrap code as it is at the moment so you won't be starting from scratch as well as PSD's of the iOS app prototype layout.

As I mentioned I am looking for someone with a modern view to design trends for an ongoing project - ideally the person will be based in London so I can meet them face to face to discuss before kick off but this is NOT mandatory.
