Update tweek new pages on wordpress site

I am looking for someone to update my wordpress pages I have as a website and make it more ordered with more dropdowns and new pages, I would also like a rolling image on some of the pages and if possible some falling petals (not sure if this can be done) It really needs a sort out and organsation.
I had hired someone on here to do it many weeks ago and even paid them to do the work which was meant to be finished the begining of July however they have not done it and now I cant connect them.
I would also be interested if someone can quote me for whole job for putting a complete new site on my current web address and server if this is possible.
I want something that is less cluttered and more orgainsed I have a new logo that needs putting on as well
I have lots of images and all the text .
