UK Crime Map website

I want to make a website that details UK Crime Data in a map form using data from an API provided at http://data.police.uk/docs/

This website will compliment a mobile phone app that I have already had designed.

A similar website to the kind of thing I am looking is at www.spotcrime.com

The api data is updated every month and the website will need to auto update with this each month, but also have a facility to search by historic months (this is all provided within the APIs)

The search box should allow the user to search by postcode, area name and also geo-locate.

There are neighbourhood APis available as well which I would like to incorporate to allow web site user to find out details of their local police teams etc.

I will also need the following static pages - About, Terms of Use, Contact.

I will also need a subscribe box to allow users to subscribe to email updates.

Ideally if this could be done using the WordPress or Joomla systems as I have experience of these and would like to be able to do some updates to the site myself.

I would prefer to work to a fixed price or if you insist on hourly paid I will need some idea of how many hours work would be involved.
