Training Website needed

Database backed website needed. We need the ability for:

Course providers to create their own content and upload, for us to review and then add to site.
Potential delegates to search the website for courses that interest them.
It also needs to be a pleasing, very easy to use design, similar to underoak and trainingpages.

This website is going to be free for delegates to use, but needs to charge for course providers to upload their courses, they will pay a one off fee to be able to upload as many courses as they wish. However for the first couple of months it will be free to upload until the site is populated. So hopefully you can see we need to kee the cost as low as possible.

I will need the ability to log in myself and change various pages, and
do not want to have tp keep coming back for all small changes. We also need a blog facility where course providers can create their own blogs, other users can comment. We also need a forum where people can ask questions about courses etc. The database should hold email addresses of all delegates so we can send out regular emails as a marketing exercise.
