Remote help needed with website design

Hello there, I am trying to help a friend of mine's son who is having problems designing a website in relation to an issue in Belaruse in order to gain more support and awareness here so it is not intricate in detail or too in depth and I have offered to find him help and pay for it but wondered if this is something you would be able to help with? I think that he needs remote assistance i.e. via telephone or whatever other means is best but he lives in Reading Berkshire.
