PSD conversion into wordpress

I require someone to convert my PSDs into wordpress. I also require someone to be able to make some minor/useful design tweaks.

I require a finished wordpres site which has the following plugins - google analytics/ seo all in one. The website must also have HTML and XML Site maps. Canoicalisation issues must also be addressed.. The final website must have WS3 Validation.

I am attaching below the PSDs for the Homepage - the following must also be included - scroll facility like Channel 4 for the left hand side navigation ie when a user hovers over it I want the writing to increase in size. Also the back picture will be rotating 3- 5 times.

I have also attached the contact us/ people/ Home page. Once the main pages are done all of the projects will need to be uploaded which is likely to be around 20 pages - all content will be provided.

The Projects and planning appeals are fairly basic in design.

I also require for a news section to be created which I want to follow general layout of people page however look more like
