Proposal for web design

I need a proposal for web design with the following features:
ii. Conceptualize, design, construct and operationalise user-friendly features into the Authority’s web portal including:
a. blog and chat features,
b. links,
c. smart navigation,
d. social network (Twitter, Facebook, Youtube) integration, feedback options including RSS Feeds, email and newsletter subscription options,
e. internal site search,
f. appropriate flash video animations (or better technology)
g. discussion board/Forum, photo audio and video gallery,
h. E-Newsletter module,
i. surveys and opinion polls,
j. web calendar,
k. zooming function to enable accessibility of information to the visually impaired and enable the website for viewing on mobile devices as shall be agreed between the parties.
iii. Conceptualize, design, construct and operationalise web administrator-friendly features into the Authority’s web portal including appropriate management of content and interface. The Authority’s ICT Unit shall be granted full/ super administrator privileges for this website.
