Phonegap Developer for Mobile Site

I am looking for a Phonegap developer for two stages of a project.

1. Help me develop a detailed design spec from my basic requirements so that we are both clear on the full scope of the project. I am looking for your expertise here to recommend features that I might not have considered.

2. Develop the Mobile App for all mobile platforms.

The features of the site I am looking for is as follows:

1. Take the Website News RSS Feed and display on a News Page
2. Take the Website Events from a PHP page that I will provide
3. Take the Event Venues from a PHP page that I will provide
4. Add geolocation services to search for nearest Venue/Event to the user. (Each Location has a full address and I can provide a list of Events for each Location)
5. Add a Search form to Steps 1, 2 & 3.
The main website is based on Wordpress with a plugin called Events Made Easy.

In your bid, please provide a figure for Item 1 and then another figure for Item 2.

Also I need examples of apps you have already developed. Preferably screenshots if you do not have a portfolio site.
