Online directory and ratings service

This is a start-up business, creating an online directory where visitors can rate (and/or see ratings) of businesses and services. It will initially be aimed at a specific demographic within a defined geographic area (we cannot be specific here, but will obviously be fully open with the successful bidder). There is a defined, clear plan to expand into other geographic areas as soon as we can prove this model works, so this could be a long-term partnership with you. The site will encompass the following:

1. Home page and up to 8 tabs, categorising services that the demographic would use (plus possibly a mailbox but NOT a blog)
2. An ability to have 'dynamic content' in terms of rotating adverts, features, competitions
4. 'Promotional bricks' bordering the right and bottom of the home page, which also lead off to separate pages. So the site will be at least 20 pages in total at launch with the potential to get larger
5. We'll need a database functionality because customers will need to register to be eligible for discounts and to rate and comment on businesses/services. The database will then be used for ongoing email marketing
6. The ratings functionality is our KEY USP and will update once visitors have completed a questionnaire. Their answers directly update the overall rating, so that must be fast and reliable. THIS IS VITAL
7. It must be built so that we can content-manage it easily going forward
8. It must be built so that we have ownership of the site, the hosting and the business concept going forward

We have a very clear idea of the layout of the site and page routes through it; we need a designer who will 'get' what we're all about, who is willing to work in an 'agile' manner (i.e. respond to changes during the process if necessary) and can design a stand-out site which will be supported with significant marketing and PR activity ongoing.
