Online Betting website

Hi one of my client requires online betting website.

The website will have three level access

L1: Super admin
L2: Admin
L3: Registered Affiliate

The betting feeds (Live games, odds and price) will be provided.

The website will have the layout simmilar to bet365. the visitors will see the odds and live games however they cannot place a bet.

The registered affilates has their own betting offices and they collect bets from their customers and places this bets into this website. once they place the bet they can only cancel this bet within 5 mins. once the bets is accepted the affilate account will be charged.

Note:Visitors can only see data! they cannot place bet. they can view Live games, Odds, possible bet win price (like bet calculator in http://www.superbahis.com/ ,ladbrokes.com)

The admin can add credit, view live logins of its own registered affiliates, view placed bets, View game results (there is more then one admin and every admin has their own registered affiliate).

The superadmin will have the facilities of admin and plus super admin can remove and add affiliates into the system and also can view every activity a admin does.

The website functions: visitors should see live games and their results for every league in the world with the fixtures and their current points and standings. (http://www.mackolik.com)

The website should be developed for multi language so when we want in future we should be able to add new language files. so the structure should be developed.

Their should be news panel where users could see live football news (in Turkish) the feeds are available.

The visitors could do live chat with the admin or super admin view chat panel( this will be like live support software you can use open source)

We should be able to see the live logins with their IP address.

This website in future will have functions such as Poker, Black Jack and etc…

Please join the bid if you are going to use PHP, JQuery,(AJAX),MySQL
Layout and Logo should look professional.

I will add the bidders to short list if they have the relevant experience.

Note:
The requirements are these so far. As I am outsourcing this project, there might be extra functions to be added in future.

I am looking for a creative developer/designer to work in long term. It will be beneficial to be in UK but not necessary.
