New website with seo built in

Hi there,
Please can you give me a quote for the following
Fully content managed website using Word Press or other where by a blog can be incorporated
Initial page requirements: approximately 8
Ability to upload articles/ create new pages
Ability to have visitors download a free MP3

hosting fee included for first year
Integration of Google analytics
Placement on Google maps


I would prefer to use a good quality template to keep costs down I would also like the follwing included in each web page

Meta data / keyword / competitor research / strategy/ page naming and ensuring headers, images etc are marked up correctly for indexing
as well as some good quality organic back links posted on blogs/forums
and article submission
With relevant anchor text

I do currently have a website but as I am not IT savvy it is not ranked very highly in google and I think it would be better to just transfer the text to a new Website

This is quite urgent so I if you could give me timelines of when you can start and finish that would be great.
