Need an Exceptional and appealing international standard Landing page design

Kind of design: Landing page
Description of every page: Basically, It's a Citizenship website for Antigua and Barbuda to access Visa-free to across the world. The Landing page will have information Like Background images Slider, Enquire Now, Citizenship benefits, FAQs, Newsletter Subscription, Download application forms, Top News & Events and Partners.

Creative direction - clean, neat, crisp, international/global in its appeal and ultra-luxe in terms of design and quality. Should reflect simplicity and elegance whilst exuding the best in design and functionality. You can use video-based imagery. We need at least 2 different designs.

Please see below a few links that depict 'luxe' in terms of design. Please note I am not suggesting anyone route, as want to avoid a full copy and paste. this is just to give you an idea of what I mean by international appeal, use of imagery, minimalism, luxe etc - these links contain many sites (many of which have won awards). Again these are from different industry sectors, so may not pertain to this project.

Inputs based on the current website:
1) We should move the text away from being on top of the banners to bottom or below the banners. Basically, design should be more image oriented & text should not interrupt the design
2) Fonts should not be all caps as that is visually heavy & maybe we should try a smaller font-size
3) We might also have to minimise the enquiry form i.e. show a CTA, but not all form fields.
4) You can take ANY number of stock images from gettyimages, Shutterstock etc since the site will be very image oriented.
