Modern-looking HTML5 web design

I am seeking an experienced front-end designer and coder to design a website for my small web agency. I'm swamped with work and I don't have the opportunity to do it myself! It would also be nice to get a fresh perspective on my brand.

I have an existing logo which is already recognised by local people. I have a sitemap prepared to give you an idea of navigation items. I need someone who can design me a kick-ass professional site and send me proofs, and on approval I need HTML5 templates for the homepage and for an internal page for me to populate the rest of the site.

This is obviously a very competitive area and in my town alone there are 20 or so other agencies. However I have a very unique offering and strong sales messages. Can you help me stand out from the crowd?
