Joomla site design and build

I\'m looking for someone to help design and build a Joomla site quickly and cheaply for a project I\'m working on. The site its self is to work as a portal for people that want to book live bands or DJs, here\'s the idea;

Clients should be able to come to the landing page on the site and submit an enquiry really quickly including budget, date, location, function type, contact details etc without signing up for an account, this process needs to be painless and quick.

There should be a separate membership login and landing page where- bands should be able to register for an account and login to browse through all of the enquiry\'s. If the band have a \'free\' account they should be able to see all of the enquiries with NO contact details, if the band/DJ have paid for a subscription account then they should be able to have access to all of the enquiries with contact details.

As admin for the site I\'d like the ability to manage all member accounts, add free subscriptions to certain accounts.
