I want an 'uplift' of my front page

I need someone to improve the home page of my website (https://securitycharms.com/) with a better, 'slicker' version that would look more appealing while preserving the exact same sections of the page.

I need somebody to use their own judgement and creativity to come up with a better version of my home page by first providing me with a sample draft. Once approved, I would need the same person to implement the new version via HTML code (as the page consists of a series of blocks that can be customised with HTML and incline CSS/JS code. The freelancer would need to do therefore a bit of consulting work at first and advise me on the layout and stylistic details of the page.

I don't want anybody to ask me please as to how exactly the page could be improved; this is something that the freelancer would need to determine, come up with a plan and once approved start working on it. Once again, this work would involve some consulting and creativity so please do not express an interest if you are not willing to do that.

The job will be given to the person with the best sample/draft that they approach me with.
