I need graphic design/styleguides for a website

This is a website for a friend. I am doing the development work so i have a pretty good idea of what i need and it is not lots. It is mainly the general design for a homepage (with no significant content) and some style guides to go along as we add content in the future. Decent web design capabilities needed as well as a responsive adaptation. Files required - Illustrator or Photoshop, preferable with svg/vector graphics were possible and clean working environments (simple for a developer to disect/export resources). Something similar is this page but not to be duplicated, have content to share once we agree on the job - depending on the quality of the content we have we can agree on a design (http://www.hussyband.com/).
