I need a website designed

I have user stories in JIRA. I will invite the successful freelancer to the JIRA project.

For you to be able to provide an estimate you can assume there will be
- A landing page with user signup / login
- An administration area where admins of the entire website can login and perform the necessary actions
- A user profile section
- An area in the website where users of different types will have the ability to perform different operations.

I'm looking for a designer who pays thought to effective UI/UX making operations as easy and as simple as possible for the end user.
