I need a one page Popularity Contest set up.

I am looking for someone to design a webpage for our T (Transgendered Girl) Contest. This is a page off our non e--commerce website which is designed to get people to the page and hopefully then to link to our e-commece site. I have a program that is supposed to do the work of tallying things and setting up it basically. I have the graphics and set up (which is open to any modifications that you may deem necessary.)
I just need it to be easy to change the graphics from one spot to another as the contests change and also to be able to the photos onto the past winners section.
Can you give me a quote on this?
