Email Marketing Template to be developed

Design details: I need to get some HTML coding done for email Marketing but I stress you must:

-HAVE A EMAIL MARKETING TESTING TOOL like litmus or something like that and be able to show me the report from the email marketing testing software to prove that the email marketing template works in phones and browsers.

-Can develop the template (Like the html attached) to work in both phones (290px) and desktop (580px) this involves creating 2 photoshops as I need to ensure the same email will look good on phones and email clients.

*** please do not apply if you are not familiar with how to do this.

-The design is going to be the same as the attached PPT, I assume you can optimise this for phone width with minimal scrolls (probably best if I approve both Photoshop files first)

-I assume you can lift the images from the PPT and I dont need to send you the additional artwork

This should be a smallish job for someone that knows what they are dointg.
