Create a website based on vBulletin Forum software

I am starting a new website. It will be based on a vBulletin Forum with a home page featuring articles. It will have advertising on the sides and will not look like a Forum, but the backbone of the whole site is based on vBulletin. You can see an example of what I am trying to do if you look at this website: http://www.qrz.com/.

I have my own server so you will need to be able to work with vBulletin and use PHP and MySQL as well. I can give you more information after I see some response to my project, Thank You
