Create a complete website for us!

We are looking for someone that can design us a great looking site that works more or less the same way as www.telebid.com it maybe worth spending time watching auctions, etc on telebid to fully understand how it works.
A brief summary;
- High quality design (preferably more fun & attractive than telebid.com)
- Homepage with recently ending auctions including featured auctions
- Intergrate paypal to allow users to buy 'bid' packs which the site recognises and automaticaly adds the correct amount to their account
- Ability for users to view upcoming auctions
- An admin panel where we can easily add products, state pricing, user accounts where we can add bids to their account, delete them, etc choose the type of auction, etc

Basically the same as telebid the only thing we would like different is that the 'timer' is counting down all the time on every auction, we would like it so when the auction gets to a certain amount we would then like the timer to start for example a ten second countdown and for each bid placed the timer starts again at ten seconds or what ever time it is set for. If the bid doesn't reach the amount set for the timer then who ever placed the last bid will win it when the auction date ends........ i hope this will make sense when you see how telebid.com works

Over the past few weeks we have spent a lot of money and have had loads of people saying they can create this site, and after taking deposits, etc they can no longer do it. Please only bid if you can create this site and at a reasonable cost.

Bids will cost the user 50p and can purchase them in minimum of 10 and for each bid placed the price will increase by 7p
