Bespoke Wordpress.org theme amendments

This is a repost of a job but I've some stuff. Sorry that I didn't realise the £50 minimum for non-per hour jobs.

See annotated screenshot for more details. Looking for:

1. A space between the dotted line and the words + box on it’s left hand side. Needs to be the same width as distance between dotted line and text on other side.

2. Replacement of "Recent posts" with a "Popular Posts" plugin.

3. Insertion of dashes in side bar for new "Popular posts". At the moment my long post titles are going on to two lines; bullets should make them easier to read. I'd like the main blog post page and single blog page to more closely match the standard internal page template side bar so an increase in text size is needed to. Ideas welcome.

4. Comments buttons only appears if there are comments, shown at top and bottom on both the main blog page and on single post pages.

Any bright ideas on any of these welcome. Just trying to increase engagement. Aren't we all?

We're expanding quickly and I have other websites. I'd really like to find someone who can do more work for me in the future too.
