4 page website developer required

Hello Web Developers,

I am looking to a wed developer to design a 4 page website with the following outline:
1. Main home page:
a. which consist of a customer signing page and advert slots or contents****
2. The Admin Area:
a. This should consist of area to view the details of customers who have signed •up
b. The area which bulky newsletters can be sent to
Existing-customers and None-existing
3. Page for pasting links, say advert links.
