Simple Award Graphic - Designer needed

I need a designer who can take my design, see attached file, and put it together professionally and deliver to me a PSD or PNG with layers I can edit.

The design is very much what I have attached, text inside the circle needs to fit and be read easily at the size of the attached file. The wording at the top and bottom of the circle needs to fit within the circle's border and follow the curve round. The blue border and 2 tassles need to be a shade of orange taken from the orange within the logo that will be supplied.

There may be other touches/tweaks that you could make to improve the overall look of the graphic. Thank you for bidding.
