Wooden rotating / carousel drying rack (will eventually need 20+ units to start)

I need a wooden tiered drying rack to be designed and manufactured. If it's suitable for my needs then I'll order a large number for resale on my website. Price is initially for a prototype which I can try out.

Base should be about 12 inches in diameter with two upper tiers getting smaller. Each section will have protruding 'dowels' which will be around 6 inches tall and 1cm thick. Top tier needs 3 dowels evenly spaced apart, 4 on middle layer and 8 on bottom layer. They should be angled outwards rather than straight up and down.

Each round section should be able to swivel round so when I'm sitting at my desk I can rotate it easily to reach objects on the far side of the carousel.

Ideally it should come flat packed and be easily assembled so it's quick and easy to post to my customers when I come to sell them. Budget per unit will be around $10 (£6) but for the first prototype I'll pay $40 (£25). End product should look clean, tidy and well made. (Job is also advertised on Odesk .com)
