Graphic Design for a deck of cards

I am looking to create a deck of cards for a game called hand and foot, but I want to do it with a spanish flare, call it manos y pies.

I need some help creating a rule book, and front/back of cards of the following:

20pts wild
50pts wild
negative 500pts red or 100pts bonus
1 - 5pts
2 - 5pts
3 - 5pts
4 - 5pts
5 - 5pts
6 - 10pts
7 - 10pts
8 - 10pts
9 - 10pts
10 - 10pts
11 - 20pts

All cards would have the same back, front would be the above.

Clean, big print, standard card sizes.

I need high resolution psd's provided, and a rule sheet that could be folded up properly.

I have no idea what this would cost. I appreciate your bidding.
