Electrical Prototype Heating Element

Hi,

I need to connect a heated wire to a thermostat (2 heat settings) and a battery pack (lithium ion batteries). Total output should be 12 volts and maximum temperature should be approximately 40-45 degrees. Basic concept is to produce a flexible heating element which is removable.

Main concerns are: even heat distribution, safety, heat retention (to reduce the power required to heat the product), and battery pack size (not too bulky to enable portability). Product is similar to a heated pad.

Please let me know if you can assist me with my project, I have limited funds and I am not able to pay a professional prototype company for something basic to get started with.
