A series of rough black and white sketches

Hi. I'm looking for someone to sketch a series of black and white frames of a short video I have roughly storyboarded (see PDF). The quick background is that I'm pitching an idea to create a new program at an animal shelter here in Chicago. It's aimed at reaching out to many different groups of people whose mental health would benefit from adopting a dog or cat.

Can you let me know how long this might take you (how much it would cost)? Below are the details. Also, can you let me know how easy shading would be to generally convey different skin color?


Specifications
-Everything done on a 16:9 ratio, individual images/files for each would be preferable
-Everything black and white (except maybe the last four frames depending on how quickly these take).
-These should be simple drawings at this stage
-Most important component is the facial expressions of the people and dogs to convey the proper depth of emotion.


Sketches
#1 - a man sits depressed on a couch, table in frame, window shows that it's summer outside
#2 - a woman sits depressed on the same couch, same pose, same table, same window except it shows that it's autumn outside (maybe the tree is mostly bare with only a handful of leaves on it)
#3 - a different man sits depressed on the same couch, same table in frame, same window shows except that it shows that it's winter outside (snow on the tree, snowflakes falling, etc.)
#4 - a young girl (maybe 12 years old) sits depressed on the same couch, same table, same window except it shows that it's spring outside (would have to find a way to show this in a way that looks different from summer)

#5 - A dog sits depressed in a bare room with a small window depicting summer outside and only a water bowl
#6 - A different dog (feel free to come up with different looking dogs), same depressed bare room with water bowl, same window but it's autumn outside
#7 - A different dog, same depressed bare room with water bowl, same window but it's winter outside
#8 - A different dog, same depressed bare room with water bowl, same window but it's spring outside

#9 - Man from frame #1 still looks depressed but picks up a pamphlet from the table
#10 - Closeup of pamphlet, text says "Adopt a pet! Save a life today"

#11 - woman from frame #2 walks into the pet shelter (the awning says "PAWS Chicago"), she looks sad still
#12 - man from frame #3 looks at the dog from frame #7 through a glass wall, both have a minimal expression on their face
#13 - girl from frame #4 has a huge smile growing on her face, closeup of her face
#14 - dog from frame #8 has a huge smile on its face, tail wagging, closeup

#15 - man from frame #1 is walking dog from frame #5 along the lakefront, both very happy
#16 - woman from frame #2 is with dog from frame #6 in a dog park, sees 2-3 other people with their dogs playing in the background, the people wave to each other, everyone's happy and the dog is excited
#17 - man from frame #3 is with dog from frame #7, they come across a woman and they smile at one another
#18 - girl from frame #4 is with dog from frame #8, both happy and the dog is licking her face as she kneels down or sits on the floor
