Snake skin pattern creation

Hi all,
Is it possible for someone to recreate the snake skin pattern in the attached image as a vector file.

The overlay is to be used on a number of different coloured tops so it is the pattern shape I am looking for rather than the colours. The colours can be changed as we decide on the colour ways.

Happy to provide further clarity if there are any questions, few points to note.
- The pattern isn't a simple repeating image
- The more open scales to the middle and smaller scales to outside is to be kept
- The randomness of the filled in outside scales is to be kept for a natural look
