Small change on Illustrator

Design details: Hello People,

I want small changes to be done in the illustrator file. Design is almost complete. I have attached a PNG file that shows the requirements.
1- moving a line below the circle
2- create strip on both sides with red colour from half way (colour must be easy to change as there are other variations)
3- sizes are all shown in the file
4- starts (file supplied to be added to design)
Ideas for the visual style: Design is fixed so need only small add ons
Things to avoid: changing any other elements
Extra notes: Any question, feel free to ask. Ideas very welcomed.

I can't add any other files. Have a photo which indicates what size they stars should be.
