Political artwork - idea needs artworking - desirable output being a screenprint

Key points to this project:
- Budget - I don't work in the arts so am unsure of time required to complete this assignment - so I'm looking for guidance. This is a personal project, providing a gift for a family member, so unfortunately budgets aren't open ended
- Skills required - illustration, needs to be good at drawing faces (not in depth more an outline) with the ability to inject potentially a slight cartoon element/ screen-printing
- This is a 2 stage project - first of all there is a requirement to provide and illustration and then secondly a screen-print of the illustration. Ideally I'd like the same person to complete both elements

- Size - circa 27inches * 35inches
- Colour - probably looking at a 2 colour - Black and Gold
