Painting of characters in pub

I would like an oil or acrylic painting based on the image I have attached. Not a digital image.

The painting doesn't have to be a copy but in particular has to capture the animated look of the girl, who appears to be in an argument and saying NO to her companion. The pub setting is similar to that you would see in Dublin, for example. I would be happy with the painting only being of the girl, but can discuss.

The dimensions of the painting should be 30 x 40 cm, if we assume the painting is only the right half of the photo attached. I have no other photos, and this one is very poor quality .... apologies for that.

My budget is £100 + postage
