Low resulotion jpg image into a vector for laser cut print

I would like to hand fill paint an image on tiles, for this i will need to print & laser cut the template, stick it on the tiles, then paint in the negative (the tree, plants, animal etc).

the image will be printed on 75cm height X 45cm width (each tile in picture is 15cmx15cm), it should be ready for the laser cut print.

- know illustrator / cad or any other for creating vector images
- have experience with laser cut printing, stickers/vinyls
