Illustration needed

I need an image recreated as a highres image A4 300 dpi. The attached image is what I'm looking for but it can't just be enlarged in Photoshop, so it needs to be recreated.
Doesn't (and shouldnt) be 100% copy - but some 90-95% to avoid copyright issues. But I think that will be unavoidable so not much of an issue. Also - we might want to see a larger part of 'Europe'

Also - we need 100% rights and ownership so we don't want to see it anywhere else weather in other work or for sale somewhere.

This is an urgent job so need someone to jump on it asap.

Deliverable we are looking for is a A4, 300dpi image. Ideally layered PSD. If not - JPG will do.
