Digitize sattelite image for cadastre

my company is based in Ethiopia, Addis Ababa. we are engaged in providing consultancy services in urban planning and land administration mainly for municipal administrations. Currently we are preparing to contest for a tender for the preparation of LIS/cadastre. one of the tasks of this job is preparing an upto date base map through updating the existing one. so we are looking for person or company to send us first a letter of consent and cost. the detail tasks include purchase, process/digitize a recent image and prepare up to date base map.
