Design a Security Document Background

I need a 'security background' designing like the one used on the Disclosure Scotland CRB certificates.

If you take a look at this image http://miriamhanks.webs.com/Disclosure%20Scotland%202011.jpg - you can see that it's the words 'disclosure Scotland' in a wavy format, repeated in lines and coloured.

I need the same thing (with the border around the edge) A4 size but with the my company name used as the text instead.

It needs to have a 1.5cm left/right hand white margin/gap and a thinner margin top and bottom.

If you think you can create the same, or blow me away with something better (hint) then please bid.
