Creation of 468x60 banner adverts for specific markets and specific products

I have a number of different banner ads I want to create, for the following markets:
* Children, young people and trolls
* Parents
* Academics and Libraries
* Government and Civil Service

I have all the graphical elements needed, but am unable to develop the ads because I don’t know how to target them to be appealing to the different groups.

At the moment I have 12 banner ads I want created for different products using the media I supply, and obviously I need them to be animated (as a GIF or PNG), with persuasive text. I work to the 468 x 60 size.

I’d like people to quote how many they think they can put together in an hour using supplied media, according to how motivated they would be to work for £8 per hour.
