Create an infographic ASAP

Information for the business: We sell car number plates
Design details: I require an infographic to be completed by tomorrow 25th October 5pm. This infographic will be "The New Rules To Taxing Your Car"

Please tell me when you can complete by while still maintaining the quality.
Research is in the attached doc.
Target audience: car enthusiasts
Ideas for the visual style: Guide/Rules format
Things to avoid: Loads of text.
Preferred colors: I will disclose the brand to the person chosen

It should have a British/UK look to it as the Keepcalm one does.

Extra notes: I had a design done by a PPHer which was horrific. Picture and text pic and text with poor English is not what I'm looking for. While I understand some things may not be able to be displayed in image format, I dont think that picture and cut and paste text the whole way through is acceptable :)
