Colour retouch on a set of images

We've got an old document 4.5m long and 0.1m wide. It is dated 1576-9. It contains 42 coats of arms and some Tudor text. I'd like to explore what it would cost to keep the same images but to restore the badly faded colours and to bring the background back to a single colour.

I'll attach an image to give you an idea of what it's like. If we decide to go ahead, we'd have to agree exact colours.

How would we pay?
